I am so proud that I could speak on behalf of Mayor Mike Spence and honor God's goodness and grace, that in spite of his past failures, he gets to serve as the next speaker and representative for the city.

I had wanted to dress James Toma for his hateful, unbecoming, unprofessional campaign of hurt and shame against Spence last year. In spite of his dedicated efforts, Toma could to stop Spence from becoming Mayor Pro Tem.

In spite of another attempt to stop his ascent, Toma had to sit back and witness Mayor Spence take the gavel and preside over West Covina's next term of city council meetings.
